What it cannot do: negotiate scope with a CFO who wants everything. Present a hard trade-off without losing the room. Stay agile when the blueprint breaks in month six. Reason from concepts when the playbook runs out.

We call these soft skills and leave them to chance.

That is the budget line most programs are still missing.
